Can Haiti Hold Elections in 2005?

Without extraordinary efforts in the next few months, Haiti’s elections will have to be postponed. Massive technical, political and security obstacles must be overcome quickly if municipal and local votes are to be held in October and parliamentary and presidential polls in November. Adequate security, public understanding of the process, and broad participation by those who want to register and vote are essential for free and fair elections, and none are in place. All parties concerned — the OAS, UN, U.S., Canada, donors and key Latin American and European countries — should make long-term commitments to support development, democracy and security together with a legitimate government chosen in a credible election. There is no quick fix and there can be no early exit by the international community if Haiti is not to collapse again.
